A lottery involves paying a small sum of money to enter a draw in which the odds are determined by a random process. In addition to the prize funds, there are administrative and advertising costs which must be covered from the proceeds. The remainder is used by the government for its purposes.<\/p>\n
The term comes from the Middle Dutch word for ‘lot’, or ‘fate’; the earliest state-sponsored lotteries were recorded in the cities of Flanders in the 15th century, and advertisements using the word were printed two years later.
