They also develop broad-based constituencies that include convenience store operators (as the usual distributors of tickets); lottery suppliers and vendors (who give heavy contributions to state political campaigns); teachers, in states where revenue is earmarked for education; and legislators who quickly become accustomed to hefty lottery revenues.
